May 2026 Meeting Minutes
With 3 Supervisors present, the regular meeting of the Board of Supervisors was held on Wednesday, May 13th, 2026 at 3:30 p.m. in the municipal meeting room. The meeting was called to order by Chairman, Michael Cetera. Persons present: Mark Ratistic, John Dorsey, Tom Herbst, Christin Sesek, Bryan Seaton, Jack Murray, Georgia Whipkey, Laurie Walters, Jennifer Batovsky and Code Enforcement Officer, Martin Vojacek
Minutes from the previous meeting were approved after a motion by James Bashour, second by George Matis, all in favor, motion carried.
Chairman Michael Cetera asked if anyone had any comments on the agenda items. There was no public comment.
Bill List #5 was presented to the Board for payment and was approved after a motion was made by Michael Cetera, second by George Matis, all in favor, motion carried.
James Bashour made a motion to adopt Ordinance #138, the “Residential Habitation Requirements of Redstone Township”, second by George Matis, all in favor, motion carried. Chairman Michael Cetera stated that this replaces the previously adopted Ordinance #137-Occupacy Permit Ordinance.
Chairman Michael Cetera made a motion to hire Jennifer Batovsky for a full time position in the office, second by James Bashour, all in favor, motion carried.
Chairman Michael Cetera stated as an FYI that Spring Clean up by Jim Collins Services LLC was Tuesday, April 21, 2026. 32 extra tons were picked up that day. The normal weekly tonnage pick up is 38.42 making for a total of 70 tons.
Chairman Michael Cetera stated as an FYI that National Pike Days will be May 15-May 17, 2026. Please use caution while driving on Route 40 as there will be a lot of yard sales.
For the month of April, 2026, the Redstone Township Police Department responded to 104 calls for service. The officers investigated 2 Reportable Vehicle Accidents and 0 Non-reportable Vehicle Accidents. There were 52 calls for Quad and Motorbike complaints. The officers assisted other agencies 1 time and used the approved tow companies 4 times. The officers logged 2123 miles on the Redstone Township patrol units. The officers, in conjunction with the Laurel Highland DUI Task Force, will be conducting Occupant Protection Enforcement from May 11- May 31, 2026.
For the month of April, 2026, the Redstone Township Code enforcement Department had a total of 54 code violations filed. The Code Enforcement officer, Martin Vojacek, filed 87 complaints at Magistrate Defino’s office and had 13 hearings. There were 0 garbage citations filed. He logged 297 miles on the Redstone Township vehicle. There were 0 anonymous emails concerning violations received. There were 2 animal complaints. The Township has instituted a zero tolerance policy with high grass. We continue to update the blight tracking system. Rubbish, garbage and all other ordinances will continue to be enforced.

Chairman Michael Cetera moved on to Public Comment:
Mark Ratesic asked if the critter cam had gotten any photos. He was told it had captured some.
Georgia Whipkey said that there has been a fox in the area and it has been seen in the day and night. She also had a complaint about the quads and dirt bikes running at night. She was told that 2 had already been towed.
John Dorsey had complaints about the quads and dirt bikes.
Tom Herbst stated that he had of pictures of quads and dirt bikes.
Jack Murray stated that there are people living in a tent on Speers Road. He stated that people have been seen going in and out of the house at 107 Speers Lane.
Bryan Seaton asked about the new ordinance and how it worked. He also had questions for the code enforcement officer regarding a letter he received about toys in the yard of one of his rental properties.
Christian Sesek asked if the Township had money for more police coverage. He stated that there was a shooting near his house and was concerned for his and his girlfriend’s safety. He also had a complaint about the house at 7 North Street. He stated it was a nuisance and should be condemned.
Chairman Michael Cetera stated that Tuesday is Election Day and that the 4 voting districts in Redstone Township have been combined into 2.

April 2026 Meeting Minutes
With 2 Supervisors present, the regular meeting of the Board of Supervisors was held on Wednesday, April 8th, 2026 at 3:30 p.m. in the municipal meeting room. The meeting was called to order by Chairman, Michael Cetera. Bill List #4 was presented to the Board for payment and was approved after a motion was made by George Matis, second by Michael Cetera, all in favor, motion carried.
Chairman Michael Cetera made a motion to approve Resolution #575, Pennsylvania Sewage Facilities Act 537 for the Redstone Township Sewer Authority, second by George Matis, all in favor, motion carried.
George Matis made a motion for K2 Engineering to advertise for bids on the bridge installation portion of the Main Street-Orient Bridge, second by Michael Cetera, all in favor, motion carried.
Chairman Michael Cetera made a motion apply for a Police Traffic Services Grant thru PennDOT for the Redstone Township Police Department, second by George Matis, all in favor motion carried.
Chairman Michael Cetera stated that Spring Clean up by Jim Collins Services LLC in Redstone Township is scheduled for Tuesday, April 21, 2026. The following items will not be accepted by the hauler; tires, motor oil, batteries, debris from construction, TV’s, computers, paint cans, auto parts, appliances with CFC or any hazardous waste. This is not a whole house clean out.
Chairman Michael Cetera stated that on March 15, 2026 marked the 100th Anniversary of the Republic Volunteer Fire Department. The Supervisors and staff of Redstone Township would like to thank all of the Volunteer Fireman, past and present, for their 100 years of service and dedication.
Chairman Michael Cetera stated that the 2026 Tour of Honor started April 1st and will continue through October 31st, 2026. Participants will be stopping by at the Resurrect Republic mural on Main Street in Republic. It was chosen as one of the stops this year on the National Tour. This ride is in honor of our Nation and its heroes.
Chairman Michael Cetera stated that it is now grass cutting season and that grass is not to be blow onto the road.

He logged 176 miles on the Redstone Township vehicle. There were 0 anonymous emails concerning violations received. There were 5 animal complaints. Charity Reiling asked if anything could be done about the accidents on Rt40 near Lafayette Park. She was told that we would send the information to PennDOT and see about a traffic count conducted.
Tom Herbst stated that he had video’s of quad riders. He tried to send them to the email but they failed.
Georgia Whipkey apologized to George Matis for being rude to him earlier in the day and made a monetary donation to the fire department.
John Dorsey had a complaint about the quads out at 3:30 am and neighborhood kids being in his and Tom’s yards.
Erik Maglas had a few questions about the sewage project. He wanted an update on the restoration phase on the roads. He also wanted to know if he could start digging his line. Brian Lake from K2 Engineering addressed his questions. He stated that restoration may start in a couple weeks.the time frame from completion to tap-in should be 60 days.
Jason Kolek asked when his road would be paved.
Albert Olesko asked where the Redstone Police ride at night. He stated that the quads are running at night.
Greg Check asked if the Township had a Code book.

The officer assisted other agencies 8 times and used the approved tow companies 2 times. The officers logged 2324 miles on the Redstone Township patrol units.
For the month of February, 2026, the Redstone Township Code enforcement Department had a total of 10 code violations filed. The Code Enforcement officer, Martin Vojacek, filed 26 complaints at Magistrate Defino’s office and had 6 hearings. There were 0 garbage citations filed. He logged 199 miles on the Redstone Township vehicle. There were 0 anonymous emails concerning violations received. There were 4 animal complaints. Mark Ratesic asked if a berm can be put in on Penn Street where vehicles have ridden off the road because it is narrow.
Joe Knoakes had no comment.
Tom Herbst stated that dirt bikes and quads are out running again. George Matis stated that we do know who the owners are. Tom also asked if there were any cat complaints.
John Dorsey also had a complaint about the quads and stated that it is like a quad race track in Republic. He had a complaint about black smoke coming from a neighbor’s burn pit.
Greg Sharpe had a complaint about barking dogs.
Albert Olesko commented on the condition of a property on Steel Street. He was told that Code Enforcement has already been on it.
Code Enforcement Officer, Martin Vojacek gave an update on 10 Kennedy Street. He stated the homeowner identifies as a Soverign citizen and there is nothing further we can do at the moment.
Chairman Michael Cetera stated that we will be fast tracking high grass this year. He explained that letters will be posted on the house for the violation, not sent in the mail. He stated that Code Enforcement Officer, Martin Vojacek will upload the letters from the car.

George Matis made a motion to adopt the 2026 MS4 Memorandum, second by James Bashour, all in favor, motion carried. Chairman Michael Cetera stated that this is required by the DEP for Storm Water Management.
Chairman Michael Cetera stated that the current garbage contract with Jim Collins Services was in its last year. George Matis made a motion to contact Jim Collins and discuss extending the contract, second by Michael Cetera, all in favor, motion carried.
Chairman Michael Cetera made a motion to purchase a new dump truck thru COSTARS, second by James Bashour, all in favor, motion carried.
For the month of January, 2026, the Redstone Township Police Department responded to 70 calls for service. The officers investigated 2 Reportable Vehicle Accidents and 2 Non-reportable Vehicle Accidents. There were 5 calls for Quad and Motorbike complaints. The officer assisted other agencies 4 times and used the approved tow companies 2 times. The officers logged 2443 miles on the Redstone Township patrol units.

The Code Enforcement officer, Martin Vojacek, filed 72 complaints at Magistrate Defino’s office and had 13 hearings. There were 0 garbage citations filed. George Matis made a motion to adopt Ordinance #137, requiring Occupancy permits for all property transfers in Redstone Township, second by James Bashour, all in favor, motion carried.
James Bashour made a motion to adopt Resolution #574, authorizing the incurring of lease rental indebtedness by the guaranty of the debt service on a note of the Redstone Township Sewer Authority, second by George Matis, all in favor, motion carried.
For the year of 2025, the Redstone Township Police Department responded to 1,156 calls for service. The officers investigated 22 Reportable Vehicle Accidents and 23 Non-reportable Vehicle Accidents. There were 20 calls for Quad and Motorbike complaints. The officer assisted other agencies 136 times and used the approved tow companies 29 times. The officers logged 20,525 miles on the Redstone Township patrol units.
For the year of 2025, the Redstone Township Code enforcement Department responded to 29 code enforcement complaints. The Code Enforcement officer, Martin Vojacek, filed 377 complaints at Magistrate Defino’s office and had 62 hearings. There were 179 garbage citations filed. He logged 1338 miles on the Redstone Township vehicle. There were 0 anonymous emails concerning violations received. The township Code Enforcement email is redstonetwpcode@gmail.com for all complaints/reports. This email is confidential and has become an efficient means of communication for citizens to communicate with the Township regarding any code violations. A social media page was created to relay important information to the public. Code Enforcement Officer worked with Jim Collins Services LLC to collect on outstanding and overdue bills. Roughly, $40,000 has been collected and with pending Magistrate dates, that total could reach $50,000.
Vice Chairman James Bashour moved on to Public Comment:
Mark Ratesic asked about Ordinance #138 and if it would cost him more money for sewage. George Matis told him, no. Mr. Ratesic commented on the reduction of voting districts. He also commented on markings on the road that are red and didn’t know what they were for.
Joe Knoakes had no comment.
John Dorsey had a complaint about quads and motorbikes being at the post office.
Tom Herbst had a complaint about quads.
Albert Olesko had a complaint about a school bus which has been speeding. He also asked about the little building in the woods off of Steel Street. He was told that County Zoning had taken care of the situation on the building.
Greg Check stated that he has been doing research and seeing what he could do to help the Township. He stated he talked with Commissioner Vince Vicites. He asked if the Township had an Ordinance for abandoned vehicles. He was told that Fayette County Zoning has an Ordinance for abandoned vehicles.

2025 Special Meeting Minutes
With 2 Supervisors present, a special meeting of the Board of Supervisors was held on Thursday, December 18, 2025 at 1:05 p.m. in the municipal meeting room. The meeting was called to order by Chairman Michael Cetera. Persons present: Eric Dunkard-K2 Engineering, James Bashour, Laurie Walters, Joe Sczypta and Igore Stravinski.
Chairman Michael Cetera stated that no more bids were accepted at that time for the Main Street-Orient Bridge Project .
Only one bid was received from the Ohio Bridge Company.
James Bashour made a motion to accept the bid of $80,574.00, upon the approval of K2 Engineering, second by Michael Cetera, all in favor, motion carried.

The Code Enforcement officer, Martin Vojacek, filed 10 complaints at Magistrate Defino’s office and had 16 hearings. There were 65 garbage citations filed. Mark Ratesic stated that he was disappointed there won’t be a Christmas tree in Republic this year.
Tom Herbst stated that there has been a quad riding in the evening, between 5-7:30 pm. He stated that he cannot hear what direction it comes from. Mr. Herbst also had a complaint about the parking for the Rose Garden Center. He stated that there are cars parked along both sides of the road.
John Dorsey stated that he heard a man on WMBS radio complaining about there being no Christmas tree or lights up in Republic.

James Bashour made a motion to adopt the Tentative Budget for 2026, with no tax increase, and to advertise it in the legal ads of the newspaper, second by Michael Cetera, all in favor, motion carried. The Tentative Budget will be available for inspection from 9am-12pm and 1pm-3pm, Monday thru Friday, until the final adoption at the December 10, 2025 meeting.
George Matis made a motion to enter into an agreement with Hoffman Kennels for the years 2026-2027 for dog law enforcement at a rate of $300.00 per month. Emergency after hours’ calls will be billed at $120.00 per call. The contract is a 2 year contract.
George Matis made a motion to revoke a previously issued driveway permit issued to a Township resident due to it being filled out incorrectly, second by James Bashour, all in favor, motion carried. Chairman Michael Cetera explained the original had no driveway width on it and that the resident would be given a new application to fill out.

For the month of October 2025, the Redstone Township Code enforcement Department responded to 34 code enforcement complaints. The Code Enforcement officer, Martin Vojacek, filed 21 complaints at Magistrate Defino’s office. There were 12 hearings with 2 of those resulting in guilty verdicts and over $2,500 in fines and court fees assigned to the defendant(s). There were 30 garbage citations filed. He logged 245 miles on the Redstone Township vehicle. There were 0 anonymous emails concerning violations received. Harry Guerrieri asked what the situation was with the Christmas lights still being up in Republic. James Bashour stated that we had no bucket truck to reach the lights. We will see about getting one to use.

Greg Check stated that he had gone and spoke with Commissioner Vicites and he was here to help in any way he could.
Mark Ratesic asked about the military banners and if we would take them down. He stated a lot are damaged.
Harry Guerrieri asked about the township renting a bucket truck.
Albert Olesko had a complaint about barking dogs. Chairman Michael Cetera stated that he would have the Code Enforcement Officer stop.
Harry Guerreri and Greg Check did not know the township had dog control. They wanted to know what we can do with cats.

Mike Kovach complained about being robbed 17 times. He stated that while he was in jail, 1 of his mother’s items was placed in the sales ad for $2,500.00 and that they put their own phone number.

The Redstone Township Police Department, as part of the Laurel Highlands DUI Task Force, has conducted Roving DUI Patrols within Redstone Township and will now be conducting Aggressive Driving Enforcement until August 15, 2025.

Mark Ratesic asked who the fellow in the back of the room was. Chairman Michael Cetera stated that it was the new township Code Enforcement Officer, Martin Vojacek.
John Dorsey stated he had 3 things to say. He asked about a missing American Flag along Main Street in Republic. Next he stated that just before the meeting at 3:12 p.m., there was a dirt bike riding on the road. Finally, he stated that CYS was on Main Street in Republic and that they hadn’t been in the area for a while.

With 2 Supervisors present, the regular meeting of the Board of Supervisors was held on Wednesday, April 9, 2025 at 3:30 p.m. in the municipal meeting room. The meeting was called to order by Vice Chairman, James Bashour. Persons present: Mark Ratesic, Erik Maglas and Laurie Walters.

Vice Chairman James Bashour asked if there were any comments on the agenda items. There were none.
Bill List #4 was presented to the Board for payment and was approved after a motion was made by George Matis, second by James Bashour all in favor, motion carried.
George Matis made a motion to adopt the MS4 Memorandum for 2025. George Matis explained that the Township is required to comply with PA Department of Environmental Protection’s mandates under the Municipal Separated Storm Sewer System (MS4) program.
Vice Chairman James Bashour stated that Spring Clean up by Jim Collins Services LLC in Redstone Township is scheduled for Tuesday, April 15, 2025. The following items will not be accepted by the hauler; tires, motor oil, batteries, debris from construction, TV’s, computers, paint cans, auto parts, appliances with CFC or any hazardous waste.
For the month of March 2025, the Redstone Township Police Department responded to 64 calls for service. The officers investigated 1 Reportable Vehicle Accident and 1 Non-reportable Vehicle Accident. There were 4 calls for Quad and Motorbike complaints. The officer assisted other agencies 7 times and used the approved tow companies 1 time. The officers logged 1252 miles on the Redstone Township patrol units.
Vice Chairman James Bashour moved on to Public Comment:
Mark Ratesic asked the financial situation of the Township. He stated that the county is in bad shape. George Matis stated that the Township is in good financial shape because of good money management.
Erik Maglas asked when the sewage project was going to start. He stated that he heard there wasn’t enough money. James Bashour stated that another loan had to be taken out. George Matis stated that the project has been awarded to a contractor and that the engineer said the project would begin after Easter.

2025 March Meeting Minutes

Vice Chairman James Bashour made a motion to pay an invoice submitted by K2 Engineering for Engineering, Surveying, Permitting and Coordination of the Stone Church Road Culvert Repair Project, second by George Matis, all in favor, motion carried. The project has been in the works for at least 5 years.
Vice Chairman James Bashour stated that Commissioner Dave Lohr is requesting letters from Elected Officials in support of keeping Penn State Fayette Campus from closing after the recent announcement of anticipated closings of several Penn State Campus locations. He stated that we are sending letters of support.
For the month of February 2025, the Redstone Township Police Department responded to 38 calls for service. The officers investigated 1 Reportable Vehicle Accident and 0 Non-reportable Vehicle Accidents. There was 1 call for Quad and Motorbike complaints. The officer assisted other agencies 1 time and used the approved tow companies 1 time. The officers logged 2403 miles on the Redstone Township patrol units.
Vice Chairman James Bashour moved on to Public Comment:
Mark Ratesic stated that he would be willing to work part time if the Township had any jobs available.
Tom Herbst stated that quads are running on the roads in the Filbert area. James Bashour stated that the State Police won’t come out for quads.
John Dorsey had a complaint about his neighbors again. He asked if there was a police car that could be left parked by his house. He was told we don’t have a car to leave parked.

2025 February Meeting Minutes
With all 3 Supervisors present, the regular meeting of the Board of Supervisors was held on Wednesday, February 12, 2025 at 3:30 p.m. in the municipal meeting room. The meeting was called to order by Chairman, Michael Cetera. John Dorsey asked about Ordinance #135, Vacating a Township Alley. It was explained that a resident owns property on both sides of the alley and asked the Township to consider vacating the alley.

James Bashour made is motion to adopt Ordinance # 135, Vacating a Township Alley, second by George Matis, all in favor, motion carried.
Chairman Michael Cetera stated the Supervisors needed to discuss a personnel matter. At 3:34 p.m., the Supervisors exited the meeting room for an Executive Session. They returned, back in session, at 3:37 p.m.
Chairman Michael Cetera stated the Township is bidding, thru Costars, on 900 ton of salt.
Chairman Michael Cetera stated the Redstone Township Supervisors are still looking for volunteers for a Recreation Board for the Township Recreation Center.
For the month of January 2025, the Redstone Township Police Department responded to 61 calls for service. The officers investigated 6 Reportable Vehicle Accidents and 2 Non-reportable Vehicle Accidents. There was 1 call for Quad and Motorbike complaints. The officer assisted other agencies 5 times and used the approved tow companies 5 times. The officers logged 1568 miles on the Redstone Township patrol units.
Chairman Michael Cetera moved on to Public Comment:
Mark Ratesic stated that the Thomas boy has been tearing up the patch on his quad.
Dianna Maglas asked for an update on the sewage project. George Matis stated that it is in the final stages and we are waiting on the USDA. Chairman Michael Cetera explained the USDA process and that it has to be completed by Feb. 14.
Erik Maglas had a complaint about a resident who lives on his street and has 3-4 vehicles. He asked if anything could be done about the parking issue. He was told that we would send code enforcement and put up a no parking sign.
Tom and Pam Herbst stated that there is still a quad issue and that they are riding all hours during the night.
John Dorsey brought in a bag of garbage he had collected from his yard which had blown in his yard from the neighbor’s yard. He threw it on the table in front of James Bashour. He stated that they burn on other days, not Saturday, the only burn day of the week. James Bashour told him to call 911 and it would be documented.
Zach Petroff from the Herald Standard had 2 questions. He asked for an update on the police involved shooting. He was told that the PSP and the District Attorney were handling the case. He asked what took the DEP 3 years for the sewage project.

In the year 2024, the Redstone Township Police Department responded to 1118 calls for service. The officers investigated 22 Reportable Vehicle Accidents and 14 Non-reportable Vehicle Accidents. There were 32 calls for Quad and Motorbike complaints. The officer assisted other agencies 74 times and used the approved tow companies 68 times. The officers logged 27,233 miles on the Redstone Township patrol units.
In 2024, there were 182 Code Enforcement related calls handled in various areas of Redstone Township.

Brian Lake, from K2 Engineering, explained that the Township received a grant for Blight Remediation for $25,000 and that $10,000 was going for the iWorq computer software program to keep track of blighted properties.
Vice Chairman James Bashour stated that the Township will be selling the 2005 and 2009 International dump trucks on Municibid which was advertised on November 30, 2024. George Matis stated that we are selling them because a new dump truck is coming in. The new quad cab had a standard bed which was removed and replaced with a utility bed. The standard bed was placed on Municibid for sale.
Vice Chairman James Bashour stated that the Township has a Permit and Restoration Agreement with Columbia Gas for a milling and paving project in Cardale. He stated that Columbia Gas will be tearing up the streets for new gas lines.
Vice Chairman James Bashour stated that the Township was looking to form a Recreation Board for the Township Recreation Center and was looking for volunteers.
Vice Chairman stated that the reorganization meeting for the Redstone Township Board of Supervisors is scheduled for Monday, January 6, 2025 in the municipal meeting room.

Vice Chairman James Bashour made a motion to allow the Tower Hill Christian Church to host the 2nd Annual Community Christmas Festival on Main Street in Republic after they submitted the proof of insurance required for the road closure on December 7, 2024 from 2p.m.-5p.m. , second by George Matis, all in favor, motion carried.
Vice Chairman James Bashour stated as an FYI that a County-wide burn ban was re-issued on November 7 for 15 days. On November 21, 2024, the County will review the conditions at that time. The ban will not be lifted any sooner than November 21.
Vice Chairman James Bashour stated as an FYI that the Redstone Township Recreation Center will be open for walkers Monday thru Friday starting November 18, 2024 until Election Day in May. The schedule follows the BASD delays and cancellations.
George Matis stated that November 30 was the deadline to apply for the State LSA Grant and made a motion to apply and sign the Resolution to apply.
In the month of October 2024, the Redstone Township Police Department responded to 66 calls for service. The officers investigated 4 Reportable Vehicle Accidents and 0 Non-reportable Vehicle Accidents. There were 7 calls for Quad and Motorbike complaints. The officer assisted other agencies 9 times and used the approved tow companies 6 times. During the month of October, the officers logged 2,571 miles on the Redstone Township patrol units.

Mark Ratesic stated that there has been a boy on a quad and another on a go-kart. He’s concerned someone will get hurt. Chief Troy Rice stated that a few quads have been towed.
Tom Herbst stated that there has been a yellow quad going up North Street and the man riding it does wheelies with a child on the back. Tom Herbst asked a question on behalf of his wife. She wanted to know where the camera was. Vice Chairman James Bashour apologized that it hadn’t been put up yet. Chief Troy Rice stated that it would be ready.

John Dorsey commented on the traffic that is constantly in and out of the house on Main Street.

Chairman Michael Cetera made a motion to adopt Resolution #562, approving the Community Block Grant Program for Fiscal Year 2024, including a three-year Community Development Plan, second by James Bashour, all in favor, motion carried. Chairman Michael Cetera explained this is thru the Redevelopment Authority and that it takes time and the proposed use of the funds.
Chairman Michael Cetera stated that Redstone Township is currently receiving Costar pricing for a new Quad Cab. He stated that the current vehicle is too dangerous to drive and has seen better days.
Chairman Michael Cetera stated the 2025 Budget is currently being prepared for tentative adoption at the November meeting.
Chairman Michael Cetera stated the Fayette County Commissioners have issued a 30 day Burn Ban Resolution for all of Fayette County. Burning is prohibited, even on burn days.
Chairman Michael Cetera stated that fall clean up in Redstone Township will be Tuesday, October 15, 2024 on the regular trash pickup day. He stated that it is not a “whole house” cleanup.
Chairman Michael Cetera stated that Trick-or-Treating in Redstone Township is scheduled for Saturday, October 26, 2024 from 1-3 p.m. Residents are to leave their front porch light on if they plan on handing out candy.
In the month of September 2024, the Redstone Township Police Department responded to 77 calls for service. The officers investigated 3 Reportable Vehicle Accidents and 3 Non-reportable Vehicle Accidents. There were 3 calls for Quad and Motorbike complaints. Mark Ratesic stated that the Township crew did a nice job on Steel Street. He stated that on Sunday, Thomas had 2 other people on the ATV with him. He also mentioned the Nucor trucks.
Bob and Lynn Rush inquired about an alley on their property. Chairman Michael Cetera stated that it does not show as an alley on our map and he could come take and look at it.
Mr. Rush stated that there is water running down the hill onto his property. He stated that there are quads on the gas line trail.
Pam Herbst stated that the quads are coming thru their yard and that the neighbors are dumping garbage on their property. John Dorsey stated to put up cameras.

Chairman Michael Cetera made a motion to advertise Ordinance #134, an Ordinance Regulating and Restricting “Garage Sales” and “Yard Sales” in the Township of Redstone, Fayette County, second by James Bashour, all in favor, motion carried. Chairman Michael Cetera stated that anyone wanting to have a yard sale would have to register with the Township.
George Matis made a motion to register for the upcoming County property sale, second by Michael Cetera, all in favor, motion carried.
Chairman Michael Cetera stated that fall clean up in Redstone Township will be Tuesday, October 15, 2024 on the regular trash pickup day. He stated that it is not a “whole house” cleanup.
Chairman Michael Cetera stated that Trick-or-Treating in Redstone Township is scheduled for Saturday, October 26, 2024 from 1-3 p.m. Residents are to leave their front porch light on if they plan on handing out candy.
In the month of August, 2024, the Redstone Township Police Department responded to 81 calls for service. The officers investigated 1 Reportable Vehicle Accident and 2 Non-reportable Vehicle Accidents. There were 7 calls for Quad and Motorbike complaints. The officer assisted other agencies 5 times and used the approved tow companies 7 times. During the month of August, the officers logged 2,781 miles on the Redstone Township patrol units.

Mark Ratesic stated that on the Saturday after the last meeting, he heard on the scanner that there was a fire on Main Street. James Bashour stated that a citation was issued.
Bob Rush stated that he has a water problem from a pipe which crosses the alley behind his house. He stated that the catch basin use to catch the water but it now dumps onto his property. George Matis stated that they would come out and look at the issue. Michael Cetera asked Mr. Rush if it could be a natural spring. Mr. Rush stated that it is wet all the time.
Virginia Helisek asked if anything was going to happen with the Cardale Elementary School. She was told that it is in the process of being sold. She was told that the people looking into it want to put a good business in there.
John Dorsey had no comment.
Tom Herbst asked about for an update on the sidewalk repair on Abigail Street. Michael Cetera stated that Columbia Gas has it on their list of things to do in the near future.
Bob Rush asked if sewage would come down his way on Route 40. George Matis explained all of the phases of the sewage project.

George Matis stated that anonymous people are abusing the policy. He stated that at a recent Fayette County Association of Township Supervisors meeting, it was recommended to change our policy.

John Dorsey had a few questions regarding issues on Main Street in Republic. He asked why a quad wasn’t impounded after a traffic stop. He was told that Chief Troy Rice would have to answer that question. Mr. Dorsey stated that the windows in a house on Main Street were falling out. He was told that we would follow up with the code enforcement officer.
Tom Herbst asked who would be fixing the sidewalk on Abigail Street and Cynthia Street. He also stated that the streetlight was burned out at the corner of Cynthia and Abigail. He was told West Penn Power would be notified.
Greg Check stated that his property had been broken into as well as the neighbor’s. He asked how many chickens we can have and stated there were some on Rollie Street. He said the Fayette County Zoning office and the County Commissioners have done nothing. He asked if garbage can be put in cans. George Matis stated that if there is extra garbage, the garbage company is supposed to take it and the property owner will be billed.
Mark Ratesic asked if Filbert Pond with geese and geese is a natural pond or manmade. Greg Check stated that US Steel created the pond.

Mark Ratesic stated that people are not civil. He said a young man was parked by the Post Office and a UPS truck couldn’t get thru. He stated that the “NO PARKING’ sign is worn out. Michael Cetera stated that we would take a look at it.
Pam Herbst asked who was responsible for fixing the sidewalk by their residence, if it was the Township or the gas company. Michael Cetera stated that he was pretty sure it was the gas company’s responsibility and gave a phone number to contact the gas company.
John Dorsey asked about Resolution #560 and if it was for the bridge near Joe’s Body Shop. George Matis stated that it was for the Filbert Orient Bridge. He stated that the Bridge Department will be doing the labor for free but if we receive the multimodal grant, we may not get the free labor.
John Dorsey asked if the people at the church, Rose Garden Center for the Arts, got grant money. James Bashour stated that they haven’t received any yet. Mr. Dorsey stated that they needed to fix their parking lot. He stated that he saw no reason why they needed a new ramp. James Bashour explained how the new ramp needed to be designed to meet ADA standards. Michael Cetera stated that they are fighting an uphill battle, all the people are volunteers.
John Dorsey asked what the occupancy was for the house on Main Street across the road from his. He said that he has seen at least 10 people staying there. Michael Cetera stated that we would call Mike O’Brien, property manager for that location.

Virginia Helisek stated that her son had called several times regarding the neighbors not watching their children. She stated that there is a car in the Baptist Church parking lot with an expired inspection which the kids play on. She is afraid they will get hurt. Chairman Michael Cetera stated that the church would have to call to have the vehicle removed since it was on private property.
John Dorsey commented on the continued problem of people riding quads and dirt bikes on the road.

He stated it was not a whole house cleanup. George Matis stated they would take 6 additional bags and 2 large items.

Chairman Michael Cetera stated a motion was needed to adopt revised Resolution #551-A, requesting a Statewide Local Share Assessment grant to be used for the purchase of a 2024 Ford F-600 Dump Truck with Central Hydraulics, a 10 foot Western Snowplow and a Bauer Tailgate Spreader, second by Michael Cetera, all in favor, motion carried. George Matis stated that Resolution #551 had a cost different from the grant application because the cost of the spreader was not included on the Resolution.
Chairman Michael Cetera stated that Redstone Township declared a State of Emergency due to the flooding on April 2, 2024. He stated that the Township is still cleaning up flood related issues in order of severity and that we’ve been trying to get to everything.
Chairman Michael Cetera stated that Spring clean up in Redstone Township by Jim Collins Services LLC is scheduled for Tuesday April 16, 2024 and again stated the items which would not be accepted.
Chairman Michael Cetera gave the floor to Sam Close. Mr. Close stated that there has been an issue with run-off water behind his house on Grindstone Road for years which is flooding his house and would like to see what the Supervisors could do about this issue. He stated that he was told by PennDOT that the drain in front of his house was the Townships responsibility. Chairman Michael Cetera stated that it was a State drain. George Matis stated that they would meet with him at his residence tomorrow and look at the situation.
In the month of March 2024, the Redstone Township Police Department responded to 89 calls for service. The officers investigated 0 Reportable Vehicle Accidents and 1 Non-reportable Vehicle Accident. There were 2 calls for Quad and Motorbike complaints. The officer assisted other agencies 12 times and used the approved tow companies 3 times. Mark Ratesic stated that on the Saturday after the last meeting, a call came over the scanner about an illegal burn in Cardale. He asked if there was a citation written and what the violation was. George Matis stated that it is a $300 fine or whatever the judge decides. He stated that there was a change in chief, James Bashour no longer held that position.
Mark Ratesic stated that he had seen the advertisement in the newspaper for the Township Annual Budget and that the Township finished “in the black”. He also commended the Township employee that cut the lot at the corner of Penn and Edna Streets.

Vice Chairman James Bashour stated the Township needed to discuss a Comprehensive Plan for the Township and the idea of the Township taking over Zoning from the County. George Matis stated that the Township has a problem with Fayette County Zoning doing the job properly. He stated that there have been multiple meetings with the County Commissioners to discuss this. He stated that the first step for the Township to take over Zoning is to establish a Comprehensive Plan which is the first step. George Matis stated that a Comprehensive Plan needs updated every 10 years and that the last one was established in 2004. John Dorsey asked why the County won’t help. George Matis stated that the County does not want to do the Zoning because it costs too much money, they don’t want to put more people on. George Matis made a motion to start a Comprehensive Plan, second by James Bashour, all in favor, motion carried.
George Matis made a motion to adopt Resolution #560, recognizing the month of April as “Pennsylvania Safe Digging Month” for PA One Call, second by James Bashour, all in favor, motion carried. George Matis stated you need to call 811 before digging because of any underground utility lines.
George Matis made a motion to adopt Resolution # 561, allowing Jim Collins Services LLC to charge reasonable fees for added services other than normal pickup, second by James Bashour, all in favor, motion carried. George Matis stated there are a bunch of people in the Township that throw garbage out which is not bagged properly and it blows in yards. He stated that Jim Collins will take pictures of any mess or extra bags and send a bill to the residents for additional services. He stated that hopefully this will work.
In the month of February 2024, the Redstone Township Police Department responded to 8 calls for service. The officers investigated 2 Reportable Vehicle Accidents and 1 Non-reportable Vehicle Accidents. There was 1 call for Quad and Motorbike complaints. Mark Ratesic stated there are mini houses that have popped up and one is on Steel Street. George Matis stated that the County was out and is working on it and a letter was sent to the property owner. Mark Ratesic asked if the Township was going to hire another laborer. James Bashour stated not at this time, we are still trying to get thru the winter months. Mr. Ratesic gave his number to be put on file.
John Dorsey stated that the quads are starting already. He saw a couple today after 2pm. He stated he could hear them on Fairgarden Street. Mr. Dorsey also addressed the garbage that is still being placed out on the Township lot from the lady that lives in Degregory’s old house.
Virginia Helisek stated she recycles and only has 1 bag of garbage a week. She asked if there was a discount because of her age. George Matis told her she would need to discuss that with Jim Collins, he is a good guy. James Bashour said to talk to him.
Virginia Helisek stated her daughter noticed cars and 4 guys at the Church of the Madonna. Chief Troy Rice stated that it was our guys and that they had a warrant for a guy that lives on Filbert-Orient Road.
Virginia Helisek stated that there is someone who lives in the apartment building has a dog that barks excessively. She stated it was the apartment furthest from the church. Chief Troy Rice stated he would talk to the property owner.
John Dorsey asked if the property owners at 1036 Main Street returned their landlord registration form. Chief Troy Rice stated the police were down there the other day and spoke with the tenants.

Chairman Michael Cetera stated that he would like the Township to enter into an agreement and hire Community Networking LLC to assist in helping us get thru grants. Chairman Michael Cetera stated that the Landlord/Tenant Registration forms have been sent out to all of the residents and we have been receiving calls.

Mark Ratesic asked if the Landlord registration fee was only annually. George Matis stated that every time a tenant moves, the landlord has 30 days to notify the Township and pay another registration fee. He stated that most rentals are LLC’s and we have no idea who they are for code violations. He also stated that when a part time police officer is on duty, we have a code officer.
John Dorsey asked if we were going to allow a Vape shop in the Township because a lot of places ban them. He was told that County Zoning approved it.
Chairman Michael Cetera stated that any rumors about Cardale becoming a refugee camp weren’t true.
John Dorsey asked what happened to the Redevelopment of Republic and the bakery on Main Street. He was told that Columbia Gas was the hold up.
Chairman Michael Cetera stated that there was going to be a water line replacement and that Columbia Gas would be coming in 2 years to do a gas line replacement.
Chairman Michael Cetera stated that the Redstone Township Municipal Building is now a mobile hotspot. COVID money from 2019 was used. Vitalink has been installing fiber optic lines from the mountains to Menallen, here and on to Brownsville.

James Bashour stated there was a special meeting tonight to discuss this. In the month of December 2023, the Redstone Township Police Department responded to 50 calls for service. The officers investigated 0 Reportable Vehicle Accidents and 0 Non-reportable Vehicle Accident. There were 3 calls for Quad and Motorbike complaints. The officer assisted other agencies 3 times and used the approved tow companies 1 time. During the month of December, the officers logged 1997 miles on the Redstone Township patrol units.
In the month of December 2023, there were 3 Code Enforcement related calls handled in various areas of Redstone Township.
Chief Troy Rice submitted the end of the year police report. For the year of 2023, the Redstone Township Police Department responded to 1680 calls for service. There were 24 calls for quad and motorbike complaints. The officers investigated 16 Reportable Vehicle Accidents and 19 Non-reportable Vehicle
Accidents. The officers assisted other agencies 286 times and used the approved tow companies 93 times. The officers logged 23,601 miles on the patrol units.
There were 189 Code Enforcement related calls handled in various areas of Redstone Township.

Harry Guerrierri and Brian Guerrieri questioned the house at 19 & 21 Van Kirk Street and were told that citations had been issued.
Dianna Maglas had questions about the new sewage project. She stated she wanted her money back for the tap in fee. Chairman Michael Cetera stated we are still waiting on the DEP. He stated that the tap in fee would be $2450 after discount period. Brian Guerrieri asked if she would still be locked in to the discount fee and was told yes. They were told it will take 2-3 years to complete the project.
Dianna Maglas also addressed an issue of water on the road by the neighbor’s meter pit. Chairman Michael Cetera stated that we would take a look at it tomorrow.

Harry Guerrieri asked if there were a lot of rentals. In the month of November 2023, the Redstone Township Police Department responded to 48 calls for service. Mark Ratesic said the tree at the Legion looks good. He said he was listening to the police scanner and wanted to know why the fire department was called to Airshaft Road. George Matis stated that it was for a gas leak. Mr. Ratesic stated that it was nice to see a house on route 40 being cleaned up.
Harry Guerrierri asked if there was any way to contact the owners of 19&21 Van Kirk Street to have them close up the house.
Viriginia Helisek has a problem with Southwestern PA Water Authority and the bad taste of the water. George Matis stated that we have sat in the head office to address this issue. He stated that the DEP gives minimum
and maximum levels of chlorine in the water and that SPWA levels are within the limits and we didn’t get anything resolved. He stated that the law needs changed on a federal level and said to call Ryan Warner, our State Representative. Harry Guerierri recommended a water purifier.
Virginia Helisek asked who the church in Cardale was sold to. She was told that Tower Hill Christian Church had purchased it.
Harry Guerierri thanked the Supervisors for their service.

Chairman Michael Cetera stated that on December 2, 2023, from 2:00 p.m.-7 p.m., there will be a Community Christmas Festival hosted by Tower Hill Christian Church. The church submitted proof of insurance which was required.

George Matis explained that the SPCA would be coming with the prisoners from the new prison helping care for the animals. He gave a brief explanation of the current duties of Hoffman Kennels.
Chairman Michael Cetera stated that a letter was received from Salena Davis from Tower Hill Christian Church requesting a road closure of Main Street in Republic for a Christmas Festival in December. George Matis made a motion to allow the road closure but only if the church provides proof of insurance, second by Michael Cetera, James Bashour was opposed, motion carried.
Chairman Michael Cetera stated that Redstone Township has a new website thru PSATS due to our previous website provider no longer providing service. He stated that our new website is “redstonetwp.com.

There will be a $100 fee to apply.

George Matis made a motion to adopt Resolution #550, approving the Community Development Block Grant Program for Fiscal Year 2023, including a three-year Community Development Plan, second by Michael Cetera, all in favor, motion carried. Chairman Michael Cetera stated that the money is going towards paving roads in the phase 3 sewage area.
James Bashour made a motion to approve the Board of Supervisors purchasing property at the Fayette County Tax sale, second by Michael Cetera, all in favor, motion carried.
James Bashour made a motion for “No Parking” signs on the One-Way Business section of Main Street in Republic from 2am-7am, second by Michael Cetera, all in favor, motion carried. Chairman Michael Cetera explained that the signs would be placed from Route 166 to Dunlap Street and will be beneficial for snowplowing and bakery deliveries.
George Matis made a motion to send a letter to PennDOT requesting an extension of funds for the Stone Church Road Bridge Project, second by Michael Cetera, all in favor, motion carried. There was the discovery of a utility line in the project area.

Mark Ratesic made a comment about the gun play in Republic. James Bashour stated that there have been several warrants served in different areas of the Township. Mark Ratesic stated about an encounter with a brown & white pit bull. George Matis stated he took a picture of the dog and that Hoffman Kennels was notified and went out. Mark Ratesic also asked if the property next to the fire department was for sale.
Virginia Helisek stated that as you drive the road from Republic to Cardale, there is a large rock on the side of the road. James Bashour stated that it was placed there to block quads from riding.
John Dorsey made a comment about seeing a small, blonde haired kid pull out on a bike in front of the school bus. He is concerned someone is going to be hit.

John Dorsey asked if this included a background check. George Matis stated no. He stated that right now without this Ordinance, there are times we have no one to cite. We will be able to cite homeowners and renters.

George Matis stated that the only change was for a smaller truck due to the damage to the Township streets and alleys. John Dorsey asked if the 6 bag limit would change. George Matis stated that it wouldn’t.
James Bashour made a motion to adopt Mutual Aid Agreements for the Police and Fire Departments, George Matis second, all in favor, motion carried. George Matis explained these agreements and stated that whoever the police or fire departments are assisting has to cover you for insurance purposes. He used an example of when PSP responded to a called and a man sued everyone but the State Police. We had to turn it in to our insurance and was turned down. This protects everyone involved. John Dorsey asked if the taxes would go up because of this. George Matis stated they would not.
George Matis made a motion to advertise the Bid Proposal for trash collection, second by Michael Cetera, all in favor, motion carried.
Chairman Michael Cetera stated that the prisoners from SCI Fayette will be cleaning up trash along the roads.
George Matis stated to Chairman Michael Cetera that our guys had built a cage for tree trimming and did a great job. James Bashour stated that they had cut 14 truckloads of branches in the Township. John Dorsey asked if the property owners were responsible for trimming their own trees.
